3:23-29 Reiteration of Moses Being Denied Entry into the Land. As already mentioned in 1:37-38, it is reiterated that the Lord had denied Moses entry into the land and that Joshua would succeed him. In light of the significant cloud that Moses' death would cast over Israel's enthusiasm for entry into the land, the emphasis here lies more on encouraging Joshua so that he is well-equipped to continue on from Moses' leadership.

3:29 Beth-peor was the location of another act of rebellion in Israel's wilderness years, when Israel worshiped the Baal of Peor (Num. 25:1-5). "Beth-peor" means "house or temple of Peor," perhaps referring to the altars Balaam had built there (Num. 23:28-29).
